Yes. Absolutely. Local rankings can actually change every few feet. I have run multiple tests where I walk down the street or go for a drive and I stop on every block and run a search. The results change regularly. This is because Google's local ranking algorithm gives a lot of weight to how close a business is to the person searching. So as you move to different locations, your proximity to different businesses changes and the search results change to reflect that.

All the time. I've done some research with our local rank tracking software where I checked rankings every hour for 72 hours. All of the location/browser/IP/other settings stayed exactly the same on each search. The variation in local search results was nuts. And that was a while ago. There seems to be even more variation now. You see, Google's results are being generated on the fly and are built based on millions of data points. Those data points are changing all the time, and thus, so are the search results.

No. Not at all. Please see my answer above about how rankings are constantly changing. If you are searching manually even 10 seconds later, it wouldn't be surprising for you to get different results. Rankings are affected by so many factors: IP, device, browser, history, time, etc. You can't set up your configuration to match the rank trackers exactly, so you CANNOT manually validate ranking data from rank trackers. What the rank tracker reports is what the rank tracker saw at that specific moment it checked, and you can trust it to have been true at that time.

You can change your search location on Google with a UULE parameter like the one this tool generates. You can also follow a convoluted 10 step process to set your location Chrome using the developer tools, but it's a pain, and then you'd have to change it back after. So, just use this tool.
